U.S. Labor Chief Solis condemns defacing of Pride posters

It's nice to see such strong and direct action from one portion of the administration. (NYT):
Labor Secretary Hilda Solis issued a warning letter to departmental employees late last week, after posters celebrating Gay Pride Month hanging in 35 department elevators since June 22 have been either defaced or removed altogether.

In an e-mail message sent to the entire department, Ms. Solis, who helped found the House of Representative's Lesbian Gay Bisexual Transgender Caucus when she was in Congress, said she was outraged by the behavior.

"It appears, however, that some members of the Labor Department team have a different view, as it has come to my attention that most of the posters have been continually defaced or removed," Ms. Solis wrote. "On several occasions, even the poster frames have been torn completely off the elevator walls."

The defaced and stolen posters will be replaced. One friend noted to me that "In his speech yesterday, the President was right to acknowledge that there are some who still feel that LGBT citizens don't deserve equal treatment. He probably didn't count on the fact that they work for him."

Dear Colleagues:

On June 1st, I initiated an elevator poster campaign in the Frances Perkins Building, with the goal of recognizing department initiatives and accomplishments, and to share my thoughts and priorities with the entire DOL team. We are currently exploring ways to provide the same information to BLS and to our regional offices.

Something else far more important also happened on June 1st. The President issued a proclamation recognizing June as national Lesbian, Gay, Bisexual and Transgender (LGBT) Pride Month. I was excited to have an opportunity, through our poster campaign, to acknowledge and celebrate the contributions of the LGBT community and affirm our commitment to all workers across the country. The posters went up in the elevators on Monday.

As a founding member of the LGBT Caucus in the U.S. House of Representatives, I was particularly pleased to have the opportunity to be the first Secretary in the department's history to publicly recognize Pride Month. I am very proud of that.

It appears, however, that some members of the Labor Department team have a different view, as it has come to my attention that most of the posters have been continually defaced or removed. On several occasions, even the poster frames have been torn completely off the elevator walls.

My reaction to this news has ranged from disappointment to outrage.

I do not believe these actions represent the majority of our employees, so I refuse to let this situation define us. But I do want to make myself absolutely clear: Respect for others is non-negotiable at the U.S. Department of Labor.

As the enforcer of fair and safe workplaces across the country, each and every one of us must be committed to working with all employers and employees, no matter their race, color, religion or sexual orientation. And as colleagues, each and every one of us must embrace, value, and celebrate the contributions of the entire Labor Department family.

The posters will stay up until the end of the month, and will be replaced immediately if they are removed or destroyed. This is a small way to remind everyone here how I, and most of our colleagues, feel about this issue.

We will continue to recognize and celebrate diversity at the U.S. Department of Labor, through the posters in the elevators, as well as education initiatives, special observances and events. I would very much like to hear your suggestions and thoughts on how we do this, as well as how we constructively address this specific issue at the department.

As always, I appreciate your efforts on behalf of working people across the country. And I wish each and every one of you a very happy Pride Month.

This Bothers Me
I read this story at WaPo and was taken aback, not by Solis' strong stand, which was correct, but that it happened at all.  What on earth is going on at DOL HQ that people felt that they could do this, on multiple occasions, to multiple posters, without fear of retribution, either from supervisors, or co-workers?  How is it this attitude in the workplace is even occuring at this level?  

And Solis could have been a little more specific.  "If I find out which employee or employees were responsible for this action, they will be terminated immediately.  Anyone caught doing this, will be terminated immediately."

C'mon.  This is the LABOR department, not Agriculture.  This is what these fokls do.


Homophobia is an acceptable prejudice in the Obama Administration
I don't know how many times that I have said this, perhaps too many, but all of this has occured because of this attitude, which the President through his actions has expressed over and over.

When religious bigots are appointed to the cabinet, when religious bigots are the Presiden't faith advisors, when the President's conception of God is inconsistent with our citizenship and equality, we should not be surprised that his underlings adopt a more extreme version of his attitudes.

If Solis was serious about this she'd have launched an investigation to find the people who did it, and then discipline or dismiss them, since they are in clear violation of the administration's and the department's stated policies.  But we all know by now that Obama "pro-LGBT policies" are for PR purposes only and have no real substance.  Obviously the DOL employees know that too.

The American people, taking one with another, are the most timorous, sniveling, poltroonish, ignominious mob of serfs and goose-steppers ever gathered under one flag in Christendom since the end of the Middle Ages.

GLBT Employees at USDA
EXCUSE ME???  I don't know what you think of USDA...but the actions at DOL were common place at USDA several years ago, but even under the last Administration, USDA had the only full-time employee for GLBT employees.  USDA developed an award winning training module for managers, CR and HR offices and employees tailored to GLBT issues (such as this one at Labor).  Our new Sec, the former Governor of Iowa recently spoke at our Pride celebration and said that his appointment of 4 of the 7 Iowa Justices that ruled in favor of equal marriage were one of his greatest accomplishments. "Who would have thought Iowa before California?  If it can happen in Iowa it can happen anywhere"  He then went on to sign a new Departmental Regulation requiring all 19 USDA agencies establish a Special Emphasis Program and SEP Managers for GLBT employees (we still need to work on customers!).  He said "Who would have thought USDA would be the first - if it can happen here, it can happen in all federal Departments".

Indeed!  Is our work done at USDA?  NO!  80% of our employees are outside of DC and in mostly in small, rural communities... but we will continue to work on making it a better, safer place.  We also are working to ensure that the GLBT members of the Foreign Ag Service stationed in embassies around the world receive the same benefits that Sec. Clinton approved for her Foreign Service Officers.

Another interesting point to keep in mind too is that nearly every other Pride celebration in federal agencies this past month were sponsored by and funded by their GLBT employee groups - USDA's is funded by the Office of the Assistant Secretary for Civil Rights and has been for several years in keeping with other diversity programs for Women, African-Americans, Asian/Pacific Islanders, Hispanics, Person's with Disabilities, and American Indian/Alaskan Natives.

Labor should be so lucky to have a program as good as ours at USDA.  It does bring into question the overall plight and fear federal employees have when USDA and EPA are the models - but we are proud of our accomplishments and proud of the numerous GLBT appointments - including the Secretary's Dep Chief of Staff who spoke at our Pride Celebration and the Secretary's Deputy Under Secretary for Rural Development who was invited to the White House Stonewall reception.

Nice letter
I was pleased at the tone of the letter but mostly by her insistence upon the Gandhi Method of simply replacing the posters quickly each time one is defaced or removed which makes the act of defacing them nearly useless for their aim of removing the message - though it might still give them some cathartic pleasure.


I am just a tad confused
Ms. Solis asserts that she is "a founding member of the LGBT Caucus in the U.S. House of Representatives," but apparently she is straight. Also, I have been able to find any mention of previous LGBT activism on her part.

If I am missing anything, I would love to be educated.

Was a strong and vocal supporter of LGBT rights as a member of the Congress from CA...her voice is missed here at home.  I'm not surprised her voice is still being heard.

PS.  There are only 3 gay members of Congress so of course most of the members of the LGBT Caucus is straight.

To clarify my question
Given the way so many Democrats are all words and no action on our basic rights, I thought it prudent to research her assertion of being a "founding member" of the LGBT caucus. I have seen far too many pious liberals who join rights organizations solely so they can brag -- loudly -- about how much they support others (but are too busy to show up at events or meets, never have time or resources to help out, etc.) and my cursory researched on the web did not turn up anything. Thus, my question.

Thank you for the information, it is always good to see real allies in action.

Wow, that's what used to happen to my posters and flyers for my Gay-Straight Alliance in high school.  I would spend hours just trucking around replacing signs all the time.  So glad to know that certain employees of the DOL are stuck behaving like children.

I was gonna say the same thing.
In high school a lesbian friend and I banded together to make a gay-straight alliance.  We would celebrate if our posters made it for 5 hours.

It made me want to rip down the fellowship for christian athletes posters, or any of the other accepted religious orgs at school.  Why were they able to make one set of posters and never have one taken down?  I never did rip down the other posters.  It felt childish.

And here we can see the childishness of adults in government.  Disgraceful!

Our GSA never made it, the school made sure of that.

What is is that USDA folks do?
fortitude and stubbornness, we demanded a place at the table.
That's what we did. When the posters came down, we replaced them. There are no real laws about defacing a non represented group. No protection for the unprotected and unwanted. But we hung in there. Every year we'd have an agency sponsored PRIDE event. The Gays wouldn't show up for fear of being identified, the straights wouldn't participate for fear of being labeled as queer. Yet every year we persisted, eight long years of fortitude.
And what did it get us?
Recognition- finally in 2009  as a Special Emphasis Program- just like the other six protected classes. Validation that we as a group the USDA LGBT employees are worthy of recruitment and retention.  In my many years (from 1975) as an active duty serviceman, GI bill sponsored Navy reservists and now civil servant employee, I have yet to see a federal agency actually take a look at it's self and move foreword - self sponsored - for change to an inclusive work force as USDA has done. While other federal agencies were playing hide, duck and cover -USDA was busy pushing the lines of tolerance and stretching the fabric of inclusion.
We have an open and active LGBT Agency funded system to providing USDA Managers dialog and discussion about our LGBT employees. This year 2009, has been a great year to work for USDA. Our recruiters will now actively recruit and retain LGBT employees just as they have for the other 6 protected classes. We have legitimacy to a place at the civil right table. We earned our spot. But the works not done yet.

Yea, USDA may be farmers and backwater Hicks. But we are a family and we are learning how to accept and take care of our own. We may not be as flash as Justice, nor as forward thinking as DOD, or on the ground and as responsive as Labor, but for me there is no better place to work in the government.

I guess we "fokls" just do what we folks just gotta do.


There is no reason to doubt
her seriousness, and she should be applauded.  It is impossible to imagine her predecessor doing anything similar.  As for dismissal, I'm guessing it's not an easy option under the government's personnel rules.  She's doing what she should do--setting the tone.  Good for you, Sec. Solis!
