HRC launches a grassroots 'No Excuses' effort to lobby Congressmembers during recess

Should the authors of The Dallas Principles (including yours truly) feel flattered that HRC has now come on board? Check out this new campaign.
Today the Human Rights Campaign launched a national, grassroots campaign called "No Excuses" to demand action from Congress on key issues of equality. Designed to take advantage of the Congressional summer recess when members are in their local offices and meeting with constituents, "No Excuses" will mobilize HRC's 750,000 members and their allies to meet directly with lawmakers and push for federal legislative change. Members and supporters can be involved by visiting: http://noexcuses.hrc.org.

   Said HRC President Joe Solmonese of the effort:

"While we salute and acknowledge the heroic members of Congress who have worked tirelessly on our behalf, far too many have dragged their feet on basic matters of fairness and equality that have lingered too long and hurt too many LGBT people and their families. Yes, there are many challenges facing this Congress and this President. But LGBT people often face additional hardship protecting their families, their loved ones and their jobs, and too few in Congress are willing to champion these issues of basic fairness. Now, more than ever, members of the LGBT community need to make their voices heard face-to-face and in the districts where they live."
The in-district meetings will focus on the following key legislative priorities in the 111th Congress:

  • Repeal the Defense of Marriage Act (DOMA) which denies legally married lesbian and gay couples more than 1,000 federal protections;
  • Prohibit workplace discrimination for the LGBT community by passing an inclusive Employment Non-Discrimination Act (ENDA);
  • Repeal Don't Ask, Don't Tell to ensure that service members who contribute to our nation's security are no longer summarily discharged for who they are;
  • Pass immigration reform that recognizes permanent same-sex couples and ends the painful separation of families;
  • Provide health benefits equally to the nearly 3 million federal government employees, including same-sex domestic partners.

FULL CIVIL RIGHTS GOALS

Being united by common principles and engaging in united action, we will achieve the following goals:

1.DIGNITY AND EQUALITY. Every lesbian, gay, bisexual and transgender person has inherent dignity and worth, and has the right to live free of discrimination and harassment.

2.FAMILY.  Every LGBT person has the right to a family without legal barriers to immigration, civil marriage or raising children.

3.ECONOMIC OPPORTUNITY.  Every LGBT person has the right to economic opportunity free from discrimination in employment, public housing, accommodation, public facilities, credit, and federally funded programs and activities.

4.EDUCATION. Every LGBT child and youth has the right to an education that is affirming, inclusive and free from bullying.

5.NATIONAL SECURITY.  Every LGBT person should have the opportunity to serve our country openly and equally in our military and foreign service.

6.CRIME.  Every LGBT person should enjoy life protected against bias crimes.

7.HEALTH CARE.  Every person should have access to affordable, high quality, and culturally competent health care without discrimination.

CALL TO ACTION

1.We demand that government officials act now to achieve full civil rights without delay.

2.Our organizations and individuals need to develop a collaborative and revolutionary new organizing model that mobilizes millions of supporters through emerging web and phone technologies.

3.All LGBT individuals must accept personal responsibility to do everything within their power for equality and should get involved in the movement by volunteering, giving and being out.

4.We will hold elected officials and our organizations accountable for being transparent and achieving full civil rights by active participation when possible and active opposition when necessary.

5.Our allies need to be proactive in public support for full civil rights.

6.Every government measure that quantifies the US citizenry must permit LGBT individuals to self-identify and be counted in every way citizens are counted.

7.We demand that the media present LGBT lives in fair, accurate and objective ways that neither include nor give credence to unsubstantiated, discriminatory claims and opinions.

The fact of the matter is that none of these principles are original or proprietary; they were crafted so they could be adopted and understood as a framework for united activism. These are the bedrock principles of equality just packaged and given a name so that we can reach out to those who are less connected to "the movement" -- the average LGBT person out there who feels acitivism is beyond their reach or ability to make a difference.

It is great that HRC has decided to refresh and reactivate itself in this way -- we purportedly have allies in the White House and in Congress and accountability is necessary. It's always much easier when the other team has the ball and you have to play defense against the right wing. Balancing the level of compromise and assertiveness is always difficult, but the "No Excuses" approach is necessary, given the way this administration and Congress have shown little interest in forward momentum on our issues without pressure from the grassroots. It's not time to play; it's time to play hardball both with the gAyTM and by speaking directly to your legislators at every level -- they are supposed to work for you.

I'm glad to see the HRC using some stronger language,
I'm glad to see the HRC using some stronger language, calling for people to meet with their representatives, and calling for specific actions based on those more general principles of equality.

When HRC stops paying its board members 6 figures
I will think again about contributing.

The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States. - The U.S. Constitution Article IV.Section. 2. Clause 1



We certainly don't want HRC hiring and retaining the best people.
Oh, wait -- yes we do.  Then they better keep up those six figure salaries then.

Starving HRC to the point of complete ineffectiveness is not the way to help make them effective.

You say that as though HRC is effective at the stated goal of achieving equality for LGBT people in America. The only thing they've been effective at doing is paying white collar gays top dollar to maintain the status quo.

I've been critical
I've had problems with all the people in the LGBT community that has a wide reaching public voice do so little for the community.
But this is something I'm happy the HRC is doing. Like Mbarber says, the people in the organization make a lot of money for a non-profit, so I will focus my dollars at smaller groups. But this effort gives a direction to non-professional activists and gives just a little bit of power to individuals. We need to do more and make sure people realize they can have a lot more power if they speak up instead of expecting someone else to do it for them.  I signed up because it is important to meet with representatives and tell them face to face why these issues matter.

But what has The Dallas Principles done for the movement really, Pam? I support them and believe it's a great statement, but it doesn't give anyone support in the struggle. The 6th principle is especially irksome to me:
Individual involvement and grassroots action are paramount to success and must be encouraged.
Which efforts are to be encouraged? Who is to encourage it? How is to be encouraged? I've written to the webmaster of the site asking to have my grassroots effort listed and I never heard back.
If a group of people put out a list of principle for a community meant to galvanize them and help with the struggle, maybe there should be follow up and actual support for that community.

TDP is not a group
That's the whole point -- it's not an organization, and was never meant to be one. We got together to put in written form what many activists were thinking, saying, and doing. There are enough groups out there; the movement doesn't need another piece of infrastructure.

That said, a lot of work is going on regarding the relaunch of web site of TDP to make it more interactive to help people take charge of their personal activism and point people the right way and to discuss grassroots activism with one another.

I understand the purpose of TDP, it's just frustrating to see this message being promoted by a group of people who seem to have the ears of a lot of influential people, then see nothing done to make those principles happen.

I'll have a post up on TDP new web site
When it relaunches. There will be a lot of new features, including tracking members of Congress on legislation, a blog where you can register and post about actions in your area, widgets to put on blogs and FB, etc.

As far as influence goes, as you can see with HRC's initiative, the work hasn't fallen on deaf ears of people who do have infrastructure to guide people to take action -- and that's what we intended at the start. We have orgs, they just need to take the Principles to heart as part of their mission. And all of you out there will watch and hold them and our elected officials accountable.

Thrilled HRC is doing this
It's almost like they're a real advocacy group or something.

One thing I do wish they'd do is to stop including me in these email blasts. It seems pretty easy for an organization to sort its member lists by location, so they don't end up encouraging residents of DC, like me, to lobby our legislators. Here's a hint, HRC, I don't have any legislators.  


Maybe they were looking for a donation...
I mean you can't donate to them for leading this effort if you don't know they are doing it, right?  =p
(not that a little positive is actually a bad thing)

I don't know how complex their listserv is, I write a quarterly newsletter for clients & the community around the vet clinic where I live which reaches about 400 people & I have no way of differentiating where they live whether it be Carrboro, Chapel Hill, Hillsborough, Pittsboro, Durham, Mebane, Burlington, Cary, or Raleigh short of a very tedious process of looking up each individual in a separate software program.

But you can forward their emails.
Also, they don't know that you're registered to vote there, only that that is the address you've supplied them with.  Lets of people working in DC live outside the district, as you know.  If it were my decision, I'd probably be sending you the emails too.  Sorry! :)

one additional thing
many people move frequently.  they're smart not to assume that the address they have for you is the current one.  and for something as important as a massive lobbying effort, they should be emailing every single contact they have.

Be better, not bitter!

Nice statement but...
here's a clue HRC: Actions Speak Louder Than Words.

We still remember Gender identity and expression being stripped from ENDA in September 2007 at HRC's behest.

The strong language you profess is welcome, but if you are the '500 pound canary' you claim you are around DC and TRULY representative of ALL LGBT people, well, you know where and whith whom to turn up the heat. Or did your stove suddenly run out of energy (and cash)? We need deeds, not words, HRC. We've gotten nothing BUT words for 8+ years. Time to put up or shut up.

(Anyone want to bet what LGBT organization will claim the lion's share of credit when (not if) we get an inclusive ENDA passed, DADT and DOMA repealed, etc.? Not to mention another appeal for more cash from the gAyTM?)


But are *your* actions louder than words?
That's what this is about.  They're making it easy for YOU to set up a meeting with YOUR members of congress.  This is something they're doing right, so let's take advantage of it and make them work for us by taking them up on their offer to help organize some valuable grassroots action.

If inclusive ENDA gets passed and DADT and DOMA get repealed, I could care less who takes the credit.

The Dallas Principles is about what elected officials, orgs and individuals can do to make equality happen. That HRC, with its large membership is now taking action based on those principles is huge because it has the reach. It's about how all of us can take responsibility at fed and state level to achieve results. That's why coming out, while a personal matter, is also a strong part of activism that benefits the movement at the same time.
