Arkansas: bill banning Eureka Springs DP registry goes in the crapper

Ha, ha.  A bill sponsored by Arkansas state representative Bryan King that would outlaw the domestic partnership in the LGBT-friendly oasis of Eureka Springs, was killed in a House committee.
The story is developing and will post more when it is available but according to Capsearch, who was twittering the committee hearing, Rep. King's bill to ban domestic partnership registrations, HB2176, failed in committee this morning. The bill was filed in response to a city ordinance passed since the legislature last met that allows couples of the same sex to register with the city as domestic partners.

The House City, County & Local Affairs Committee heard from the mayor of Eureka Springs who argued that the city ordinance has lead to a tourism boom, citing statistics that the tourism has increased 8.59%.

Witness the intellectual prowess of Rep. King:
"If cities and counties want to issue domestic-partner registries to heterosexuals, homosexuals, transsexuals, transgenders, it's very controversial," said King, R-Green Forest. "This isn't the same as giving somebody the garden of the month club."

And the failure of the bill isn't nearly as interesting as what happened when the committee decided to do a roll call on the votes. The Tolbert Report:

"A voice vote was taken (all in favor say "aye", all opposed say "no") with what sounded like an equal number of the 20 representatives voting on each side. Most did not vote. Chairman Baker immediately ruled that the bill had failed to pass.

Almost simultaneously, Rep. Kathy Webb, the only openly gay member of the legislature, bolted for the door, followed by Rep. Barbara Nix, Rep. Steve Breedlove, Rep. Ray Kidd, and others. As those members were bolting for the door, two or three members of the committee immediately asked for a roll-call vote-one in which each member's name would be called and their vote recorded. Ignoring their motion for a roll call vote, Chairman Baker abruptly adjourned the meeting. The House rules require that a roll-call vote be taken if two of the committee members request it. When asked about his refusal to allow a roll-call vote in which the members specific votes would be recorded, the Chairman replied that there wasn't time.

"Why were the rules ignored? It appeared that the Chairman and members of the committee had planned this in advance as a way of defeating the bill without having their votes recorded and letting their constituents know how they voted. They succeeded. One member of the committee told me that the Democratic Party in Little Rock was pressuring members to vote against the bill, but that the members knew their constituents back home would want them to support the bill.

Profiles in courage, eh? Let your constituents know how you voted and take responsibility for your position; also let the public know who in the Dem Party was applying the pressure to vote no. Support for LGBT rights shouldn't be closeted; this kind of timidity by allies is enabling the issue to be marginalized as a third rail topic if the very officials voting won't face the real or imagined heat out there.

This prick from Green Forrest doesn't surprise me. Like all other Republicans in this Democrat state, he still thinks that it is the fifties and beaver Cleaver is all the rage.

Screw him. That version of America died  a horrible death because of the 70's economy, not social changes. get over it people and move on.

SO not surprised
As a resident of Harrison, AR until the age of 21 (left in 1991), I cannot say I am surprised at a)the opposition to the DP and b) the timidity of its supporters.  It is NW AR for Chrissakes.  I still carry the deep emotional scars from my upbringing in that pit and thank the FSM that there are blogs such as this and Pharyngula that act to counter such backward ignorance.  

And someone please demolish that horrid art deco chalk monster Christ once and for all!!!.  Tho I do love the story my mothers former hair dresser used to tell about one "Jesus" that would drop acid before the performance of the Passion Play so that he was tripping his tits off by the time he was hanging on the cross.

I feel your pain.
I grew up in Northeast Arkansas, Clay County to be exact.  The county was 100% white.  The small town of 200 people I called home for 18 years had 7 protestant churches, several different varieties of Baptists, Church of Christ (the one my parents forced me to go to three times a week for 18 years), Methodist, and Pentecostal.  I know people who answer the phone, "Praise the Lord." This place is so extremely racist and homophobic, that I'm not sure how any rational person could live there.  Their idea of progress is using "colored" instead of "n***er".  It really is sad because the place is beautiful, very bucolic.  One can get wrapped up in the simplicity but then something like this story reminds me of what that part of the country truly represents.

although such sundown towns don't like to talk about "burning the n......s out" nowadays. The Ozarks in general are the pits.

timidity?
I know Kathy Webb and if she "bolted" for the door it wasn't because of "timidity". It's politics and this is how the game is played. In a red state like Arkansas where bigots outnumber the sane, it's more prudent to protect your allies who may be vulnerable. That seems to be what happened here. We can't expect allies to fall on their sword every time. You can bet the right wingers will use every trick in the book to push their agenda. Why shouldn't our side? That's the way our system works for better or worse. Expecting our side to be quixotic warriors is a recipe for failure. Why help the right wingers identify the weaker links so they can target them in the next election? This battle was won, let's not lose the war by helping the opposition.  

Clarification
I wasn't criticizing Ms. Webb, just voicing the sad fact that such action (which I labeled "timidity") was necessary because of the politics and backward constituency.  I applaud her stand.

Robert's Rules of Order
Just some clarification from the Speaker of the House in Arkansas on the Committee hearing.  I was at the meeting and it was clearly stated several times that they had to be in full legislative session by 10AM.

What we need to be most proud of is that the Amer. Family Assoc. with about 2.6 million put out one of their political email alerts on this issue and they still lost.    When will the IRS investigate their tax-exempt status?

This guy looks like the epitome of used car salesman, TV preacher and schoolyard bully all rolled into one.  Probably quite accurate too.

PLEASE, you all come visit us now in Eureka Springs.
Our town is a progressive paradise.   Kind of a gay Mayberry.   Overflowing with artists, friendly folks, Diversity Days, and lots of touristy things to see.  It's been described as a Berkeley meets Russian River.    

About an hour east of Fayetteville, Arkansas in the beautiful Ozark Mountains.  Open up your hearts and minds and see that there is hope and heart here.

If Eureka Springs topped the tourist income in Ark, that would certainly be a message to other jurisdictions in the state.
