Representative Barney Frank: Blatantly Duplicitous

One thing [the transgender community around the late 80's] didn't take into account was how deeply entrenched the anti-transgender attitudes and doctrines were amongst gay and lesbian leaders. Barney Frank (D-MA) is a prominent example of it. They still persisted in holding the view that transgender people were 'crazy queens' who would cost them their rights. Gay leaders were still trying to use the 70's assimilationist strategy to counter the Religious Right campaign against gay civil rights fueled by fear of the HIV/AIDS pandemic.

On October 19th, Representative Barney Frank publicly came out in support of the Baldwin amendment. In his released statement, he said:
"The decision to offer such an amendment came out of a Caucus which Chairman George Miller held of the Democratic Members of the Education and Labor Committee. After some discussion, it became clear that offering such an amendment Representative Barney Frankwould offer us the best chance to achieve Speaker Pelosi's goal of adopting in the House the most inclusive ENDA bill for which majority support existed.

"I argued in favor of transgender inclusion when I testified on the original legislation on September 5, but many of us believed that sending the full inclusive bill to the floor would open the door to a series of demagogic procedural moves that would have endangered our chances of a passing any bill at all. The discussion held by the Democratic Members of the Education and Labor Committee, Congresswoman Baldwin and myself resulted in this approach and I believe it meets the goal of giving people the opportunity to support a fully inclusive bill while avoiding the potential parliamentary death traps that would otherwise have resulted. I will on the floor of the House be repeating essentially the arguments in favor of transgender inclusion which I made in the September 5 hearing, because we will now be able to do that in a procedural setting that allows us to maximize support for an inclusive bill without endangering our chances of getting any bill at all."


Privately, Representative Barney Frank's message to his congressional peers has been much, much different.

Behind the public view, several congresspeople, congresspeople's staffs, and other government sources have reported to ENDA activists that Representative Frank is strongly advocating in private for congresspeople to vote against the Baldwin Amendment because, in his opinion, it would cause the bill itself to fail.

The debate over whether or not ENDA should or shouldn't be fully inclusive shouldn't be about individuals or organizations, but on the facts and merits of the issue. However, on the subject of how inclusive ENDA should be, the blatant duplicity found between Representative Frank's public and private statements is utterly reprehensible...it's utterly unacceptable.

Representative Frank may be my ally on transgender inclusion in years to come, but I will never again consider what he says publicly to be even marginally truthful.

Barney Frank during his news conference:
One of the things that I'm going to address later is, a disappointing tendency on the part of advocates to object to being told the truth.  It's one of the faults of people in my business.  One of the problems is I think the transgender community were given an undooby optimistic view by people in my line of work who were very good in slamming and winking and giving you a much more favorable impression that is in fact the case. It's well known among the members of Congress, for instance, if you are running for an office in the Democratic Caucus or the republican _____, and you approach a member and say I'm running for chair, I'm running for this, I'm running for that, will you support me, and the answer is I'm glad you're running, you're wonderful, terrific, you'll be great, that's good news, that means they're not with you.  If they haven't said I'm commited, then they're not with you and that's one of the problems that people run into and I think the transgender community were given an undooby optimistic view of where we were.

....that does go along well with his press release of Friday saying he supports the Baldwin ammendment.

So - you're pointing out that not only will he lie to you - but - he'll even tell you that he'll lie to you?

Not buying it
Not even a little.

Unlike Autumn, he will never be an Ally of mine, in any way shape or form.

He may happen to walk along the same road form time to time, but as of now, as far as I'm concerned, he is the Betrayer.

Every straw poll before *he* opted to strip the bill showed it would pass -- and it had all those "I'm committed" names to it (go on - look up the bill before he did it).

That was with protections.

He is an evil, malicious, backstabbing SOB and if he was my rep, I'd start a freaking recall campaign against him no matter what his rank in the House might be or how much "potential" good he could do.

How pissed am I?

I'm so pissed at being sandbagged *for the second and third times by him personally* that I will find out what bill he supports most and purpose act to tank it.

And I don't give a shit what the bill is. IF its an LGBT bill that is desperately needed, tough.

Pretty harsh, but when you wonder why, I'll say "oh, it just wasn't really a good idea -- they'd never have gone for it anyway."

And you know what?  It won't hurt me.  Cause he's going to cut out any T provision anyway.

Yeah, that's how pissed I am.

THere's no amount of crow he can ever eat now, no amount of apologizing he can do.

I've been job hunting for 6 months. I have 20 years experience in my field. I have good references. I've filled out hundreds of applications -- for part time entry level to a step above my skills and everything in between in 5 different industries.

Hmmm.  Do I need this legislation to *seem* like it has a chance?

OH hell yeah.

Fuck you, Franks.

More Reports Coming in on Frank

People are coming back from office visits saying not only is Rep. Frank asking other Reps. to vote aganst the Baldwin ammendment - which he publically put out  press release in favor of; but that he's threatening to block other legislation important to some members if they vote for it. As Chair of a powerful committee - this is no small consideration.
