Quick finds:
Page 5- Sarah Palin and her sister Molly McCann were requested to give sworn statements or depositions; both refused to do so, McCann through her attorney.
Page 8- "... I find that Governor Sarah Palin abused her power by violating Alaska Statute 39.52.110(a)..."
Page 9- "...Some of the information that resulted in the totality of allegations came from a private investigator hired by Sarah Palin's husband Todd and Sarah Palin."
Just worked my way quickly through the first 25+ pages and my initial impression is that Todd Palin seems to think his duties as "First Dude" include being Sarah's enforcer/ shake-down guy.
Does anyone remember Lynn Cheney ever trying to intimidate AG Ashcroft or Gonzalez, btw?
Page 23- discusses the allegation against Wooten for shooting a moose without a permit, but also Sarah Palin's sister's criminal act of allowing her husband to use her permit illegally.
Page 24- details how the governor's father, as he butchered the moose, would also be guilty of a criminal charge, if the allegations against Wooten were true.
But Todd said no- "I only wanted Wooten charged."
WOW. Todd's a bit of a case ALSO, huh??
Now, Maine law is a bit different regarding moose hunting. One permit is granted, but another person designated at the time of the "moose lottery", when names are drawn, CAN shoot the moose- it's a "one per permit" limit and both people have to be together when the moose is shot.
Apparently Alaska's hunting law is different in that regard.
So a few days later, Sarah gets into the picture, echoing the same frustations to Monegan:
Page 25-
Mr. Branchflower: "Now, was this a call that- during which you discussed other business, police business, or was the sole topic Michael Wooten?"
Mr. Monegan: "The sole topic was Michael Wooten."
Branchflower: "Okay. Did you echo everything you had said to Todd a few days before?"
Monegan: "I did, to include examples."
Branchflower: "The examples about-"
Monegan: "That there would be more than one person charged in the moose hunt. For example, there would be other people that could be charged if a charge was levied."
Branchflower: "Including her father, for having assisted?"
Monegan: "Correct."
Branchflower: "And what was her reaction to hearing all of that?"
Monegan: "Well, again, I think she said the same kind of things that Todd did, in regards to that this is just not right. Michael Wooten is- isn't a trooper that should be wearing a badge, or isn't a trooper that should be examples of what an Alaskan State Trooper should be. She was frustrated."
Page 26- Palin complains with "frustration and passion" about how Wooten's discipline was a "slap on the wrist", after Monegan said the investigation into the allegations and the case itself were both closed.
Okay, so we can see the writing on the wall here. Both have approached Monegan and been "frustrated" with the results regarding Wooten's continued employment as a state trooper.
Skipping ahead:
Page 29- Wooten riding a snowmachine, supposedly showing he is not disabled and violating his worker's comp claim.
Todd Palin took photos and gave them to Monegan to investigate it as a fraudulant worker's comp claim- it was later discovered Wooten, who was on light duty while he recovered from his injury, had cleared the 100 mile snowmobile trip with his doctor BEFOREHAND.
Can someone tell me why Wooten hasn't filed a countersuit against BOTH of the Palins for harrassment and slander??
So, still not getting anywhere, the Palins decided to use other means to get rid of Wooten.
Page 30-34: Monegan received a phone call from Dept of Administration Commissioner Annette Kreizer, about Michael Wooten.
It is also revealed that Kreizer called and spoke with others inappropriately within the government regarding Wooten and the ongoing complaints by the Palins. And that Todd Palin had been making these calls to others as well.
Also, that Todd Palin called to complain that Wooten had delivered one of his children to school in a state trooper vehicle, even though Wooten had permission from his supervisor to do so.
Then the civil attorney, Talis Colberg, started to call Monegan on behalf of the Palins.
Starting with page 35, the conversations were taped. Very bad for the Palins... then it goes into the firing of Monegan, precipitated by a photo of an Alaskan State Trooper being placed on Sarah's desk for signing, as part of a routine advertisement.
Accidentally and coincidentally, it was a photo of MICHAEL WOOTEN. Whoopsie! Sarah hit the roof...

Governor Palin tries to get Michael Wooten's worker's compensation claim denied and declared fraudulent! Investigations showed that the claim was legitimate and handled appropriately.
Page 48-52:
Findings where the investigator found that Governor Sarah Palin had KNOWINGLY abused her power. Considerations of the laws. Overview of the Alaska Executive Branch Ethics Act.
Then the messy divorce itself is laid out.
