Report: Gov. David Paterson to name Congresswoman Kirsten Gillibrand to Hil seat

Who did he pick? According to WPIX in New York, it's...
PIX NEWS is being told that Congresswoman Kirsten Gillibrand is the reported choice of Governor David Paterson to fill the U.S. Senate seat vacated by Hillary Clinton.  Two Congressional sources say members of the New York delegation have been invited to join Governor Paterson for the announcement in Albany at noon tomorrow.

Two members of that delegation, agreeing to speak without attribution, confirmed to reporter Marvin Scott that the Governor has telephoned New York's Democratic members of  Congress for their views after Caroline Kennedy withdrew herself from consideration.  One of the contenders, longterm Congresswoman Carolyn Maloney canceled a scheduled appearance on "PIX News Closeup" tomorrow because of a "conflict," which she did not disclose. She too will be in Albany. According to the sources, Gillibrand, now in her second congressional term, was favored by Secretary of State Clinton herself. Paterson has been under pressure to select a woman.

Kirsten Gillibrand represents New York's 20th Congressional district (upstate counties of Saratoga, Dutchess, Columbia, Rensselaer, Washington, Warren, Delaware, Greene, Essex and Otsego). Upstate representation, as well as pressure to name a woman to the seat, were factors discussed in the media.

There is expected to be a webcast of the event, so stay tuned and check the Governor's web site. If I learn more I'll post it.

How is Gillibrand on LGBT issues? Her web site doesn't say anything about it. She's pro-gun, pro-family farm and wants health care reform. Looking at this site, it's a mixed bag. She supported non-inclusive ENDA.

* Re-introduce the Equal Rights Amendment. (Mar 2007)
*  Voted YES on expanding research to more embryonic stem cell lines. (Jan 2007)
* Ensure access to and funding for contraception. (Feb 2007)
* She's a member of the "Blue Dog" Coalition of conservative Democrats. (Nov 2007)

UPDATE: If you look at the HRC scorecard, she scored 80 out of 100. And...

According to the Human Rights Campaign, she voted against the repealing of "Don't Ask, Don't Tell" legislation, opposed legislation that would grant equal tax treatment for employer-provided health coverage for domestic partners, opposed legislation to grant same-sex partners of U.S. citizens and permanent residents the same immigration benefits of married couples and opposed legislation to permit state Medicaid programs to cover low-income, HIV-positive Americans before they develop AIDS.
Fail. We can't have an unreliable Dem vote in the U.S. Senate, but that's what the Empire State has now.

A little earlier today, Paterson's office released a statement regarding Caroline Kennedy's eleventh-hour decision to withdraw her name from consideration. All kinds of speculation has been under way in the MSM -- from Caroline being upset over her uncle Ted's declining health to a face-saving pullout because Paterson wasn't going to name her.
Last night Caroline Kennedy informed the Governor that she was withdrawing her name from consideration for an appointment to the United States Senate for personal reasons. This decision was hers alone.

The Governor had a private conversation with Ms. Kennedy yesterday afternoon. Out of respect for her decision making process, the Governor's Office did not respond to any inquiries in order to allow her time to deliberate. The Governor considers Caroline a friend and knows she will continue to serve New York well inside or outside of government. We wish her well in all her future endeavors.

The Governor is now entering the final phase of his selection process. He has not informed any Senate candidates that they have not been selected, nor has any information gathered during this selection process created a necessity for any candidate to withdraw. Any speculation to the contrary is both inaccurate and inappropriate.

Since this leak about Gillibrand is now out, it looks like the face-saving excuse was closer to the mark.

UPDATE 2: Now we know what the personal issues are, according to the NYT...

There was incredulity in Democratic circles Thursday afternoon after the governor's camp engaged in a ferocious public back-and-forth with Ms. Kennedy's side, reaching out to numerous news organizations early Thursday afternoon to disparage her qualifications; one person close to the governor said that her candidacy had been derailed by problems involving taxes and a household employee, but declined to provide details.

That account was at odds with Ms. Kennedy's own description of her reasons for withdrawing. While not denying that issues had arisen, aides to Ms. Kennedy downplayed their significance, saying they had been aired out in discussions between the Paterson and Kennedy camps over the last two weeks and were not considered by either side to be disqualifying.

...The person close to the governor also said emphatically that Mr. Paterson "never had any intention of picking Kennedy" because he had come to consider her unready for the job.

I wasn't a CK booster at all, but she would have been a much better choice on the issues.  I hope all of the anti-"royalty" folks are happy now.

Color me unimpressed...
As a new upstater, I understand and appreciate the importance of having a fellow upstater as one of New York's two Senators.  There's just one problem--- just as sure as most people downstate seem to forget about our existence, most upstate Dems seem to be transported straight out of another era.  The thing is... this isn't about running NY state, it's about running the country.  I'd rather take my chances with an honest-to-God progressive from New York City then someone from up the street that's uninterested in social justice.

Also... was Patterson hell-bent on choosing a woman?  The fact that he may have chosen a woman with 2 years experience in the house after Caroline Kennedy withdrew says wonders about the place of women in New York politics.  Seriously... isn't there a qualified woman somewhere around here?  It's kinda sad.  What about Rep. Slaughter?  She's from upstate and is a woman, and... I'm not sure how she is on LGBT issues... but I looked at her website, and OMG.. she seems like an, um, Democrat.

They've made it harder to qualify for SSDI, than when I qualified.  Taking the HIV meds have some brutal side effects, some can cause sleep deprevation which can last weeks to a month before you can tollerate it, if you can tollerate it. fatigue, nausea, diahrea, pancreas, liver, kidney problems, nueropathy in your hands and feet are just a few. If you read the whole lists of sh*t they can do you'd never sleep.

So what do we know? Well, in terms of our unions: The Gay Hudson website reports that they inquired with Gillibrand's office about the NY congresswoman's marriage equality stance, and that this was among the quotes they were given:

"I believe we should have a Federal law that protects all civil unions across America to ensure that gay couples have the right to visit a loved one in the hospital and be eligible for other entitled rights and benefits of committed partners.

The discussion of using the term marriage is more complicated because for many Americans it is a religious right defined as a covenant between a man, a woman and God. Since the Federal government should have no role in dictating religious affairs, I believe from a Federal and civil perspective, "civil union" should be used as the government's definition for all such relationships, including marriage."

The quote from Politicker is careless.  She never voted against the MREA, and it's not necessarily the case that she "opposes" any of the other legislation mentioned.  None of those bills has ever come to a vote in the House.  HRC scores on the basis of co-sponsorship for them.

If a legislator is a co-sponser, yes, it means he or she is an ally on that issue.  But if not, it may simply mean that s/he hasn't been lobbied by any constituents.  It's definitely worth calling Gillibrand to find out--but encouragement is probably called for rather than a scolding.

The actual votes HRC scored were two votes on ENDA, two on the Hate Crimes Act, and one against discrimination in Head Start--all of which Gillibrand voted with us on.  And the good news is she's a co-sponsor on the gender identity inclusive ENDA.

Somewhat discouraging are that she's a Blue Dog and her remarks on marriage.  But if she's moving from representing her district to representing the state, she may re-calibrate.  At the very least, she will hopefully hear from many, many new LGBT constituents if she becomes the Senator.

To all those who poo-poo'd Caroline, congratulations!  You could have had a hardcore reliable liberal, but instead you got a Blue Dog.

when she is the Senator from the entire state as opposed to the relatively conservative region that she represents remains to be seen.

A liberal simply could not be elected in her district to that seat at this time; you'd be handing it to the Republicans.

I really wanted Caroline Kennedy
but, I should point out that it wasn't a matter of either CK or Gillibrand. Patterson could have chosen someone else.

Conservative district
In 2006, she was the first Democrat to win the district since 1976. To shore up her chances to be reelected last year, I'm sure she catered to the more conservative views in this north of Albany part of the state.

As a Senator representing the entire state, she may gravitate toward more GLBT friendly views.

Let her know:
Yes, I agree that these politicians do have a period of readjustment when they discover they are to represent more than their own agendas, New Yorkers should begin their letter writing as soon as Gov Patterson announces his decision.  

You may not be gay, but you may be next.

As a native New Yorker--
I'm very disappointed, not just issue-wise. Does he really think she's more qualified for the Senate than Andrew Cuomo? Or does he really think she'll help his re-election chances?

Paterson & Change
I am also an up-stater and am another of the people who is deeply unimpressed at being faced with a Senator who does not appear to be sensitive to or knowledgeable about our commumnity (and who appears to be out of step with other Democrats in NY).  However, I am also aware that there will be Democratic primaries next year and I expect that she will have to tack to the left to avoid significant challenges to her from a number of fronts.

I know that Gov. Paterson has posted on this site on occasion.  I hope that he will explain to us why he has made this choice and whether he has considered the needs of our community when he made it.  I will be e-mailing Paterson about my distress and my hope that he will say something to our community; I hope others do too.


Paterson
Indeed... I'm developing a deeply conflicted relationship with the Governor.  He often takes very strong stances that appear to be based on personal conviction.  He also often seems to do things that are blatantly expedient.  I know expediency is important in NY politics, but too much of it makes it difficult for me to trust that he'll stand with me when it really matters.
